Then go back to my previous question:

We have to apply AP for her so that she can apply for ferderal financial aid even she dosen't need AP for international travel?
-She has to use the AP to travel and come back to get the parolee status (parolee I-94 at the port of entry). If she just has the AP, but does not use it, she will not get the parolee i-94 and thus, she will not be qualified for the financial aid.
