I read the visa application requirement and it seems you need to provide the visa extension approval ...
-Not need. When your father left U.S. and povided the I-94 to the airlines/CBP, this indicated that your father left US before the I-94 expired and that means he had no unlawful presence during his stay in U.S. Thus, nothing is related to his new visa application.
