PERM has been talked about for approx. 2 years now. The implementation has been delayed time and time again. I too have absolutely no idea when it will finally happen.
So, what I am doing is go ahead with RIR, but I do it in such a way that it complies with PERM requirements as much as possible, so the case can be converted to PERM easily. Clients do not need to pay 2 fees.
