J-2的兩年豁免,再請教Pijiang老師和大家,多謝！

準備申請J-2的兩年豁免，在線填完了DS-3035, 要連同＄215 money order寄給 St. Louis, MO的 Waiver Review Division.

但是不明白，為什麽documents from the third party 要寄給Washington, DC 的 Waiver Review Division, 為什麽這些材料不寄給同一個地方?

我的案例沒有third party, 因為我的特殊情況, 我直接向DOS申請waiver。請問，我的申請材料要寄給哪裏呢！
