Hi qli32,

I guess We have similar situation. My Dad is in China and I applied I-130 for him and just received an approval letter from uscis and a big envelope from NVC. NVC letter described DS-3023 my dad needed to sign and I have to pay $70 fee to go to next step.

I have couple of questions for you if you don't mind. Did your mom sign the Form DS-3023 to assign you as her agent? Did you forward your mom's Form DS-3023 with her signature to NVC or she mailed the form directly to NVC from China?

I found out that there is an typo in my dad's address in China, where should I mail the letter to correct the address? Do you know by chance?
