Pjiang : please help confirm for AP fee question again

Read this in your article:
在 2007 年按七月份的排期在八月份以舊費 $395 提交的 I-485，其 AP/EAD 無論何時申請，均需單獨付費。
You mean these I-485's APs, whenever applying, and no matter how many times applying, always need fee.
