Based on the law, you can not come back to US if your visa appication is denied. But practically, the CBP officer at the port of entry in US-Mexico border may not be very strict in this issue and may allow some people to enter U.S. even if their visa pllications are denied. This is upt to teh officer and whether you are lucky.
