Asking the new employer to change my status from F to H - is it similar to filing for a new H1 in someway? Or is it likely to be rejected? Or is there a big chance that I need to get out of the country for the H visa then come back?

The new employer seems to set their heart on transfer only. I am wondering if it is because changing from F to H may be risky and time consuming. They may not hire me if so.
