If I-130 approved after the child reaches 21, how can the child get immigrated to US.
-As long as CSPA age is less than 21, the kid is OK. Because the CSPA age = the child age at the time of the Priority Date is current - the pending time of I-130, the longer the I-130 pending, the less the CSPA age. That means the later the I-130 approval, the better for the kid.
