Yes, the I-140 can be filed when you are outside U.S. But the probelm is that USCIS may consider that you will use consular processing to get your immigration visa in China because you are not physically present in U.S. Thus, USCIS may send your approved I-140 to NVC and then, send it to the US Guangzhou Consulate. So, I do not suggest you to file I-140 when you are in China.
我發現i-140 表格上要求填寫VISA的類型和入關時間，還有i-94卡的信息，如果我們當時在中國的話，我們就隻能填寫舊的VISA的信息了，這樣做行嗎？
