when to apply to change GC for my 14 yo son?

Hi, all,

my son is getting close to his 14th birthday in June this year, so my question is:
how early I can start the application process (I-90 form) to get his GC changed, since USCIS has a rule to request a child to get a new GC when he/she hits 14th birthday. Can I do it now, less than 3 months to the actual 14th birthday? Thanks.
