I think I had similar experience as you a few months ago. Those processing date listed on USCIS website does not mean too much sometime. USCIS will process those I-130 petions whose priority dates are current. And since your priority date is Feb 2007. There may be 6-12 months before your priority date is current according to the visa bulletin for F2A. Even they approved you I-130 petion, you still can not apply I-485.
But I think they will process your I-130 before your priority date becomes current.
