I claimed my parents as dependents even years before I apply green card for them, as long as they pass the residency test. The test is you need to stay in US for approx 183 days (not sure about this) for the past three years. days in 2009 + 0.5 x days in 2008 + 0.25 x days in 2007 (Disclaimer! The calculation is close to what I said, but you need to check IRS tax code.)
