I will sponsor my older sister and my younger sister's families,and need to file two I-864 forms. Since they are applying GC, haven't immigrated to US yet, should I put 0 or 3( 3 person per family) on 21F ?

By the way, you need to go to USCIS website to download the latest version of Form I-864:
