I had similar experience. A couple of years ago, my sister-in-law traveled with my daughter from China to US. My company advised reminded me that, per US law, if kids travel with any people who not the parent, the parent should grant approval to the people.
I wrote a letter to US officier ( 機場的海關)and printed it out on my company's letterhead. Bascially, the letter explains below facts:
1/. due to certain reason, neither I or my hu*****and were able to travel with my daughter;
2/.the my daughter was travelling with my sister-in-law with the approval of me and my hu*****and;
3/. my sister-in-law's name and passport #.
4/. my contact tel.# in the US.
It is important that you should mention in the letter, upon you and your spouse's approval, your parents will be travelling with your kid.
I told my sister-in-law not to show this letter unless she was asked to do so. And later, she told me that the Custom officer did ask her who she was and why she was travelling my daughter, not the parent. Then, my sister-in-law presented my letter to the officer , hence, no problem.
