InfoPass - impossible for me!

Hi,
We would like to make an appointment with INS local office in Chicago. We have to use InfoPass to do it. I tried and tried and no success. They always say:
"At this time, there are no information appointments available for the office in your area. Please try back again later. "
Any hint on how to successful making an appointment?
