About Labor Certificate

I submited my application in July,2003 to the Labor department of North Carolina and got approved in Auguest,2003. Then it transfered to regional office in Atlanta on 25th Auguest, 2003. but after that, no any response except that I can monitor the processing time from internet, it already took 13 months, is it normal? anyone here have same situation? can we complain? to whom?

I am so angry about the immigration of USA. make people sick!
