-You can take the oath first, and then you parents may try the b2 visa application. If they can not get the visa, you may file the I-130 for their imigration visa. Your US citizenship does not affect their B2 visa application. Only if you file i-130, then will their B2 application be affected.
Theoretically, it's correct, but actually, they would not grant B2 visa, cause they suspect your true intention to get GC in USA. It that right?
