There is Gain/Lost on this.

In other visa catagories, the visa holders can get some tax exemption by the contacts between US and the home country of the visa holders. (H1-B lost this benefit)

However, H1-B holders can claim tax as residents by Pub519 if satisfing the conditions there. So H1-B visa holders can claim tax credit as US residents/citizens do. (I say Gain)
