請教863211和pjiang大師，關於130，為姐姐，姐夫及外甥辦移民費用問題

我讀了好幾遍 130的填寫說明，第一句話說,if u are us citizen u must file 130 for each eligible relative,然後在note裏說，If your relative qualifies under paragraph 1C,1D,1E(your brother or sister,u must be 21 or older) above,separate petitions are not required for his or her hu*****and or wife or unmarried children under 21 years of age，按照我的理解，就是355包括了他們一家三口，對嗎？請指教！多謝！
