1, Can my friend apply immigration upon his 18 years old son?
-Not now. His son has to be at least 21 years old to be qualified to sponsor his father, your friend, GC application. This kid will never be qualified to sponosr his step-mother, your friend's new wife, GC application. But the kid can support his step-mother to apply for a B2 visa to visit US temporarily (whether she can get the B2 visa is up to the visa officer decision).
