In my case, I asked the director of the graduate school to write a letter, confirm that I have everything done but defense (ABD). This will help if you are going to get a Doctorial degree. But of course, you can not provide a copy of your diploma, as you haven't got it yet. Besides, H1B does not necessary need a 博士文平複印件.
