Now we also want to change schools (F1 is not activated yet). His F1 visa is for University A, we want to go to University B.

Can we simply told the officer to link the visa for University A to I-20 for university B?
-He just needs to get a new I-20 from University B and then file I-539 for change of status from H4 to F1 within U.S. or use this new i-20 to get the F1 visa outside U.S.
