I searched some old posts. It seems that even if my company notified USCIS to cancel my H1b, i still have the quota. And if i got a new employer, they can still transfer my H1b as long as the I-94 is not expired.
Is the understanding correct?
-Correct, but most likely you may need to go out of US to get an H1 visa to activate the H1 status if your H1 transfer approval has no I-94.
