H1 vs PERM 請PJIANG 賜教

我現在持的H1B是由公司的前律師為我申請的。此律師已經被公司開除。現在公司讓我自己找律師申請綠卡。我理解應該先登廣告再申請PERM，然後I140 再I485。可是我找的新律師說，申請了H1B， ＰＥＲＭ就已經批準了。不用再申請了。這是怎麽回事？
