新加坡和智利兩國公民's H1B will first take the 6800 allocation. Only after 6800 numbers are exausted (which never happen) they will use the numbers with anyone else.

The use of numbers jumped in November, which I believe it because USCIS undercount many applications received in previous months. You lawyer should file LCA iCERT today and send out I-129 package ASAP.
