選擇1：讓父親和繼母在一起去簽。但不知道是不是由於繼母非親生關係，所以第一次他們共同簽證被據。
-繼母非親生關係 is absolutely not the reason for the visa application denial. Your father and step-mother should show the evidences that they will come back to China after they visit U.S.
我父親過去兩次如期回國的紀錄應該是很良好的。一旦再據，父親今年估計又簽不過來了。
選擇2：讓我父親單獨去簽，來美後辦綠卡。但不知道父親可不可以以綠卡身份邀請繼母來美 （他在美沒有收入和工作）。父親單獨在美長期居住會比較不現實。我的目的就是想讓父親和繼母每年都能來美小住但不用擔心簽證被據。
-Actually you can sponsor your father and step-mother to get the green card in China at the same time using Consular processing. Your step-mother = your biological mother from immigration point of view.
