NSC NIW RFE notice received today. Suggestions needed! 3X!

Sorry I cannot type Chinese on this computer.

NIW e-filed to TSC DEcember 2008, transferred to NSC May 2009, RFE email
received on 10/29/2009, and my lawyer received RFE mail notice today. Must
response by 12/11/2009.

In the notice, it says that substantial intrinsic merit and national in
scope met, but petetion "does not appear to demonstrate a level of work that will serve the national interest to a substantially great degree than a US worker with min. qualifications." "The petitioner must demonstrate that his/her work has impacted or influenced the field of endeavor as a whole." “For the aforementioned reasons, in order to establish eligibility, pls submit the following additional evidence:

i) Copies of papers citing my papers. No self citation. Citations after
initial filing are OK.
ii) In the alternative, submit search results from SciFinder, or Google
Scholar etc.

Anything not in English must have certified English translation.”

I called my lawyer and he told me to prepare new citation list, 2-3
independent support letters and he will prepare the response cover letter.
He also said this is a standard RFE.

So, I am here to collect some second opinions. You guys think why NSC
specifically asked for citation papers (or list)? Is it because my citation is too low (see my background below)? Or because the citation list that my lawyer and I submitted is not clear?

Any other suggestions that I should pay attention to? I know my case is weak, but pls feel free to throw stones or comments. 3X a lot!

My brief background in 2008 Dec:

2007 PhD in Environmental Science in a 50-60th US university;
1 year post-doc;
3 Chinese papers, 1 Chinese patent, and 3 US papers; (My Chinese papers and patent are very very different from my PhD and post-doc research in US.);
Impact factors for US papers are low, but this is common for my field;
About 15 Chinese citations on 3 Chinese papers (about 5 self-citations).
Only 1 independent citation for US papers (relatively new, 2007 and 2008);
4 paper reviews;
1 Best paper award (in a sub-category) in a journal (for 1 US paper. I am
the 3rd author though);
1 Conference Travel Award funded by NSF;
About 4 oral presentations in international and national meetings, and
several posters also.
Sigma Xi full member and other two paid membership;
I did give citation search results from all sources (ISI, Scopus, Google,
CNKI) to my lawyer, but not sure which ones my lawyer sent to TSC.

Now:

1 more US paper, 1 paper in press, and 2 papers submitted;
About 5 more independent citations for US papers;
About 10 more paper reviews;
1 more internation meeting oral presentation.
