why do you want to ted the second Eb1-a before you kno w anything for the 1st one?

my first EB1A, ted on 9/11/2006, REF in August 2007, I did nothing, but it was approved in Sept. 2007.
My second EB1A, ted in March 2007, approved in Sept. 2007.
