我的485 receive date 是8月13, 申請費是395，那AP還要交申請費嗎？

I-131 INSTRUCTION上說：
"if you filed form i-485, on or after July 30, 2007, ad you paid the I-485 application fee required, then no fee is required to file a request...."
這個7/30，是receive date嗎？
