請教：兄弟姐妹的未成年的孩子來美國生活怎麽辦？

我的外甥想過來投奔我，在美國上初中。請問有哪些注意事項？怎麽才能在美國上公立學校？怎麽才能上給我的孩子的保險？將來上大學，怎麽才算州內學生？是不是需要監護權的授權，還是需要走領養手續？
