New emergency AP appointment?

I called USCIS to make an appointment to visit local USCIS office for AP expenditure. The person got my information (inluding A#, the reason, address and tel) and then said that I will be informed in 5 days. I donot need to visit USCIS local office.

Is this something new? or this guy do not know this process for emergency AP application?
