幫我朋友問一下
J1是一個program，沒有更換program number
J1豁免之後回國返簽
簽證上又加注兩年服務期
請問這到底算不算豁免了？
-of course算豁免! Only your friend changed the program or sponsor, he/she needs to get the J1 waiver again. When you get a new visa, the VO always put 簽證上又加注兩年服務期 because the VO does not have responsibility to care about whether you get the J1 waiver or not. But it is his/her responsibility to put簽證上加注兩年服務期.
Only USCIS will check whether you get the j1 waiver or not when you apply for h1 or I-485. So, do not need worry and USCIS will accept the j1 waiver when you provide the J1 waiver document during H1 or I-485 application.
