問題來了,王五同學在舊的I-94過期之前同時在失去工作之前申請了第一個AOS,在舊I-94過期之後同時在失去工作之後(在前一個AOS pending期間)又申請了第二個AOS.

在距離他authorized status 失效之後(被layoff之後)的200天和舊I-94失效179天的時候,(注意兩者不是同一天)第二個AOS獲得批準並且有了新的I-94,又過了幾天,第一個AOS被denied.

- Since the 2nd COS was filed in authorized stay, it was not approvable until the 1st COS, which was file in authorized status, was approved in prior.

However USCIS did approve the 2nd COS without holding it to approval of 1st COS, that would be their problem (actually their mistake). The approval notice with I-94 indicated you were not considered OOS, or OOS was forgiven by USCIS.
