Change visa type at Mexico

I am I485 pending which is from my hu*****and side. Last time I entered the US by using my AP so that I-94 showed AOS. My lawyer said if I want to active my H1B I have to go out of the country and come back again with H1B visa. My questions are:
1. if I go to Ciudad Juarez, Mexico, do I need to apply visa to Mexico?
2. How do I make appointment with the consular? How do I pay?
3. Will they give me the visa and let me come back on the same day?
