50% may be larger than it is. Due to the pending case left in 2003 and 2004, there is 15-20% cases left. March 2005 was 612 pendings. That was the reason March PD moved slowly. April, May, June and July 2005 has a smaller number. I guess by Jan 2010, PD can move to August 2005. And slow again because Sept 2005 had a large number (1028).
