My previous employer gave me only one employment confirmation letter which included everything required by Immi Office, such as wages,benifts, work hours, job description, etc. So, does this mean that this letter can serve as both contract letter and reference letter?

We did not have contract when I began to work for the company, and the company does not want to give me the contract letter.
