請教:I-130被批準，但不能在美境內調整生份，要等NVC

綠卡為配偶申請移民，I-130被批準,but not eligible to file an adjustment of status application … sent the approved petition to Department of State National Visa Center (NVC) …
請問:
1) in what situation is it possible to be determinded "not eligible"?
2) is it helpful asking professional help at this time?
3) what's NVC? usually what's the steps with NVC? typically how long of each step? do we have to go back China to pick up the visa? is an interview required usually?
