I think your HR intended to do that to you. Perhaps there is some kind of policy at this school that if you work 20 or more hours/week, the school has to pay you some kind of benefits such as health insurance, retirement benefits. That is why they just want you to work less than 20 hour so that they do not need to pay you the benefit, that my thinking. This school is really a garbage school. So, you need to continue to search job and do H1 transfer once you find a full time job.
