---with current law DOS/CIS can waste the quota as they wish. even they don't process any petition, after 9/30, the quota is no longer useful. no law require they has to prrocess any number of application.

---left over quota can be used only at the same year is diffcult to operate --- you don't know how much will be left, when you konw, the year is alredy over and the usable leftover is 0 according the law.
