旅遊簽證到美國後，能結婚申請綠卡嗎？

朋友持美國綠卡，他的女友在國內，能讓她旅遊來美，然後結婚申請綠卡嗎？另外，他還有加拿大公民身份，還有什麽其他辦法可以讓她盡快來美嗎？謝謝
