請教各位大俠,以下scenario 該如何判斷?

招聘廣告(工作要求懂中文)登出後,收到數封簡曆。one applicant (Chinese) who was in another state did respond to email interview questions, but didn’t respond to our interview invitation (email format) and no further inquires received from him. Two U.S. citizen applicants didn’t respond to our email interview questions (the questions include such as Chinese language requirement, whether they are U.S. citizens) and there were no further inquiries received from them.

勞工卡批準的要求是:”the determination will continue to be based on: whether there are not sufficient United States workers who are able, willing, qualified and available…”

根據以上要求,since applicants didn’t respond, that shows they are not willing, 這可否作為拒絕這三個applicants的原因??如果你是在human resource負責recruitment, 麵對這三人無回應,你是否還會/還應 發email要求他們回答?normally, in regular recruitment, how does recruiter treat those applicants who dont reply?

“United States Workers”是指綠卡持有者及U.S. citizen, 對嗎?
