Question: I am a green card holder and want to file I 130

Question: I am a green card holder and want to file I-130 for my son. He is 19 now and single. Since the age of 21 is a litle critic, under 21 just need about 4 year waiting time and over 21 need about 8 years.
My question is,
Will his age be decided as the age in application (petition) time ? or approve time in future?
Will he come in US in 4 years or 8 years( since he will be over 21 when he get approve)?
