You can change to F-1 without a waiver, though the rule still applys to you. But you can't change to H-1B before you get the waiver.
I changed from J-1 to F-1 and got the visa stamp in Shanghai. I checked the imigration website regarding J-1 and found that it is allowed to change status but the 2 year home country residence rule will still be carried on. I printed it and showed it to the VO when she questioned about it, and I got approved.
