I renewed my TN in 2006 after I got my I-140 approved in Blain. The officer did ask me about my 140, but I just told him that I hadn't make my decision yet about whether I'll apply for permanent resident or not. The TN will grant or not totally depending on the officer. If she/he think you have immigration intention, even though without I-140, he still might refuse your TN application with the same reason.Sometime it is a matter of luck. No body can guarantee that you will get or not.But Officially(from USCIS), only ted 485 will show your intention to immigrate. Anyway good luck.
