Because CIS officer will rearrange your files in their way, unless you know their way. If you fix your file by 打孔, it will create inconvenience to officer. What I did was to arrange all files in order and use a big clip, so that officer can do whatever he can later without detach the files.

You do not need DL and SSN, but if you attach them, it will be fine.
