applying greencard for parents

Sorry for typing in English.

If my parents enter US on B2 visas but have no AOS/EOS/COS written
on their I-94, will I still be able to apply greencard for them in the US?
I have researched other immigration forums about this but found conflicting answers.

My parents have visited us many times during the past 10 years, never
out of status but did extension 4 times. On my mom's most recent visit,
the officers at POE put no AOS/EOS on her card (first time ever) and
I am just about to apply for citizenship and plan to apply greencard for her as soon as I become a citizen.

One more question, when can I submit greencard application for my parents?
The day after oath or the day after citizenship interview approval?
