我昨天又問了新公司律師一遍，他解釋說：
The Regulations have been in place many years and the Guidance letter which was issued later is just that - guidance, that may/may not be followed. In addition, how CIS handles the recapture of a priority date where the I-140 has been revoked is discretionary.
律師的意思是盡管有這個memorandum或者guidance，具體操作時候，不一定按照memorandum執行。這法律叫什麽事兒啊，你說是不是。
