unfair regulation can be changed if urged enough

the stands for the per country quota limit is immigration diversity. but the "spill over allocated by PD only and no per country limit" defeated the on diversity principle and effort. therefore it is resonable to request change on such regulation/practice.

sometime ago there is a sample letter to politicians regarding this issue circulating. Please use that to urge law maker to act.
