you have to live in canada to sponsor them. PR application is all normal requirement. I think every body is principle applicant and the fee might be lower because it is child. Your child have be born after landing, otherwise, you migh get some trouble because PR applicant has agree to inform immgration canada about the change of personal circustance before landing.
